The Finance and Operations Department has the core responsibility to deliver enabling operational services that help the organization achieve its impact goals and ensure that it fulfils its external regulatory requirements. The department consists of four functional units (ICT and Facilities; Integrity; HR, People and Culture; Corporate Finance, Quality and Control), one expertise unit (Project and Donor Compliance) and an Executing Affiliate (EA) unit (EA Global Business Support) where business support to our EA country offices are clustered.

As an expertise unit, the Compliance and Risk Support Unit consists primarily of staff who provide project control, compliance oversight and an overall support function to Oxfam Novib's externally funded project portfolio. Focusing on the second line of defense for externally funded projects (risk control and compliance oversight functions), the unit works from a risk-based approach to ensure that project-related processes are properly designed, controls are in place within the first line of defense (management controls) and are operating effectively. This unit mitigates risks (financial, operational and reputational) and contributes to protecting the organization's interests by providing quality donor contract management and compliance support.

The position we are looking for fulfils an important role in the Compliance and Risk (CORE) team and directly contributes to the objective to prevent and mitigate operational, financial, and reputational risks for Oxfam Novib for the projects that are funded by our institutional donors.

Driven by a risk management approach, the position ensures compliance to institutional donor requirements and adherence to Oxfam Novib standards and procedures during project implementation regarding compliance and contribute to the prevention and mitigation of risks for the organization through hands-on support to project teams.

This position will work closely with the Donor Financial Compliance and grant specialist on set portfolio scope and will have a support and advisory role with the respective Donor Engagement Managers. This position concerns a temporary role for 6 months, with the option of extension if feasible.

Key responsibilities

  • Provide expertise advice / support to project staff on ensuring donor compliance to institutional donor requirements during the entire project cycle on the defined portfolio to ensure high quality grant management and delivery of projects.
  • Advise Senior Management or any other relevant stakeholder as per the defined authorization thresholds and as per sign off procedures on all contractual deliverables specific to projects with the high-risk portfolio.
  • Advise the bid committee (where applicable/as requested) on tangible potential risks identified during project implementation specific to new funding opportunities to ensure that mitigation actions are considered during project design.
  • Work with the project teams on the follow-up of compliance reviews to ensure that critical issues are resolved promptly, ensuring adherence to best practices and internal policies.
  • Actively support project teams on risk management tasks, by providing tailor-made hands-on support, advice and project control as needed with a specific attention to projects directly managed and implemented by Country Offices. Provide grant management support and oversight to projects where Oxfam Novib is only a Partner Affiliate.
  • Act as a helpdesk on all grant management-related questions from project teams.
  • Map, update and maintain all Oxfam Novib's donors institutional funding business rules, processes and related guidance tools related to the defined donor portfolio and work with other unit members to connect it to Oxfam Novib internal policies, standards, procedures, and processes.
  • Actively contribute to system continuous improvement in relation to compliance in relation to the defined donor portfolio.
  • Contribute to internal Oxfam Novib projects when required.

Who are we looking for?

With a strong background in business administration, quality management or project management. You display excellent interpersonal, critical thinking skills and view of the big picture. You have both a business and risk mind coupled with an excellent writing skills and previous track records in process mapping related work.

Furthermore, you have:

  • A bachelor (HBO/WO) degree in business administration, international relations, project management or any relevant field.
  • At minimum of five (5) years of relevant and progressively responsible experience (post qualification) is required.
  • Experience in program management, grants management or proposal/business development/design.
  • Prior knowledge of main institutional donor and government regulations preferred.
  • Experience working with or as part of project teams in either Africa, Asia and/or the middle East is essential.
  • You are knowledgeable in the humanitarian / development sector.
  • Fluency in English is essential, and a good working knowledge of Dutch or French is desirable.
  • You have a valid permit to reside and work in the Netherlands.

  • Oxfam Novib is committed to offering you a motivating work environment at our offices in The Hague. This position concerns a temporary role for 6 months, with the option of extension if feasible.
  • Oxfam Novib offers an attractive and honest benefits package, including a year-end allowance and yearly pay increase from the Collective Labor Agreement. Moreover, we offer complementary options to choose from. The salary range for this position is set in scale 9 with a salary range between €3.112,- and €4.788,- gross based on 36 hours a week. This position is open for 36 hours per week.
