At the Climate Justice team we support the most vulnerable movements, partners and activists to cope with the climate crisis and voice their demands. We develop global influencing and campaigning strategies on climate justice together with Oxfam's, allies, and partners.

Oxfam is implementing the Dutch MoFa funded programme African Activists for Climate Justice. Oxfam Novib is one of the members of a consortium being led by the Pan African Climate Justice Alliance and complemented by FEMNET, Natural Justice and African Youth Commission. This role leads the programme implementation for Oxfam covering 6 African countries, the African region and the Netherlands, and it also leads the coordination of the capacity strengthening for the entire program on behalf of the consortium part-time. This position has the overall responsibility for a multi-million Euro programme.

We are seeking a highly motivated and experienced project leader with a good understanding of climate justice and empowerment through improving rights and movement building. You are organized and can deliver a project with high standards. You are experienced in working in consortia. This will involve a great deal of coordination and problem-solving. Therefore, you need excellent cross-cultural communication skills.

Key responsibilities

  • Ensure the realization of agreed programme outcomes and targets as defined by Oxfam. You will achieve this by monitoring the progress and quality of the programme, identifying problems and risks, opportunities and exceptions, and you will think of solutions, you are accountable for the budget.
  • Functionally manage - within the boundaries of the programme - specific stabudget.ing in the programme.
  • Prepare, coordinate and plan with all project partners (annual) plans and budgets, progress reports (narrative and finance), audits, MEAL, reviews and evaluations on behalf of Oxfam.
  • Facilitate and coordinate the capacity development of all consortium members via ensuring the capacity strengthening plans are implemented and based on the assessment of needs/opportunities identified by each consortium member and enable support of national teams in the development of their capacity strengthening strategy and its translation into operational plans across partners and countries that enable "mutual" learning.
  • With MEAL staff capture lessons learned and contribute to thought leadership on capacity strengthening, share those lessons and experiences, with internal and external audiences.
  • Contribute to the development and diversification of learning methodologies, including Training of Trainers and other alternative ways of learning and capacity development using both online and offline opportunities.
  • Contribute to the development/improvement of procedures, tools and standards related to the management of influencing projects, that support the shifting role of Oxfam (Novib) from a grant manager to an influencing stakeholder in balanced partnerships with local civil society.

Are you an experienced professional (2-5 years of experience) with a passion for making a real difference in the world? Qualifications and experience

  • Understanding of and experience with movement building, campaigning, and influencing at national and global level and how they link; and having strong communication and influencing skills, with proven ability to build relationships with a diverse range of local, national, and global stakeholders.
  • Understanding of and experience with international climate justice policy debates and e xperience with integrating cross-cutting issues such as gender, civic space, and conflict sensitivity in influencing work. Experience in working in countries with shrinking civic space, including Africa, is a pre.
  • Proven analytical, strategic planning, project design, project cycle, and financial management skills and proven people management skills, with experience in managing multi-disciplinary teams, and supporting and coaching individuals from diverse cultural and linguistic backgrounds.
  • Experience in raising funds from international donor agencies and/ or expertise in 3 or more of the following areas: proposal development, inception of projects, project set-up, fundraising and grant management, safeguarding, consortium management, and project management.
  • Proven (digital) facilitation/coaching skills and can actively lead, engage, and create a participatory learning environment in different cultural settings or geographically dispersed teams and experience in working with partners.
  • Demonstrated ability to work under pressure, prioritize, meet deadlines, and hold self and others to account; demonstrated experience in managing complex international projects/programs; and proven experience in representing an organization at the level of partners, administration, ministries, and donors at senior level.
  • Willingness to travel regularly.
  • Fluency in English, both verbal and written; ability to work in French or Spanish can be an asset.
  • Applicants must be a National of a European Union member State or have a valid work permit for the European Union and possess travel permits.

  • Oxfam Novib is committed to offering you a motivating work environment at our offices in The Hague. We offer a one-year contract from the start (including a 1-month trial period), with the possibility to extend.
  • Oxfam Novib offers an attractive and honest benefits package, including a year-end allowance and yearly pay increase from the Collective Labor Agreement. Moreover, we offer complementary options to choose from. The salary range for this position is set in scale 10 with a salary range between €3.469,- and €5.339,- gross based on 36 hours a week.
